Clearly we had some issues this season with teams setting lineups and with how penalties were decided for those teams who couldn't follow the rules. Going forward I think we need some new rules for how those teams will be penalized and I'm open to any suggestions that you guys may have. I don't think last season's penalties were perfect so whatever you guys think is fair (pick drops, cap loss, exile, etc.) please comment below so we can get this squared away before next season!

I'm not opposed to what GSW suggested here. I think the draft penalties were a bit too confusing this year. Even if we penalize teams before the lottery, this doesn't necessarily guarantee they will be penalized appropriately. For example, if we drop someone's lottery odds they could easily jump as several teams did this year. Rather than trying to make something more complicated, I vote to drop the draft penalties and just penalize cap (maybe like $5M instead of $2M) for each infraction and then exile owners after that. The only issue with this is when a team misses multiple weeks and then the new owner gets penalized for that, which I think could lead to a worse retention rate among bad teams.

I'm trending the same way as these guys. What if strike 2 is a cap penalty (at least $5m, and are we just talking for 1 year?) and strike 3 is exile. BUT, if you are exiled we drop the cap penalties so the next owner can start with a clean slate. This way the strikes hopefully just serve as a deterrent for those who care enough to want to stay in the league.
Also, what constitutes a violation? A certain amount of misses in a week? We do need to allow a little slack as we can all forget to set a lineup twice over the course of a season.

Problem with dropping penalties is then that new owner potentially takes over a better team with better draft stock since they virtually have 3 more losses than they are supposed to. Maybe minimize the penalty to 2m per for the new owner 5m for the original offending owner

So what if we were to go week by week and determine cap penalties by number of misses weekly. The first miss each week would be a warning but each subsequent miss after that would cause a loss of $1M in cap space? And then if we have a new owner we can cut the total cap penalty in half?
